South Carolina stands to get $8 billion in funding and tax cuts in the stimulus package passed by Congress and expected to be signed by President Obama on Monday. Here are some winners and losers.

Winners

Unemployed South Carolinians

The state with the third-highest unemployment rate — and climbing — will get more unemployment benefits. The S.C. Employment Security Commission says it needs to borrow more than $300 million to pay unemployment claims, as the unemployment rolls have more than doubled to more than 125,000. South Carolina is set to get $557 million for unemployment.
